 Description   

The value needs to be 0-7 to be in a 3-bit boundary for frame priority:

//Snip
VlanPcp pcp1 = new VlanPcp((short) 9);

//Throws
osgi> addMDFlow foo:node:1 f80
gogo: IllegalArgumentException: Invalid range: 9
------
