steps tu reproduce:
1) "PUT" the flow from file f212.xml to odl (file attached)
2) check if flow installed (it is not)
mininet> sh sudo ovs-ofctl dump-flows s1 -O OpenFlow13
OFPST_FLOW reply (OF1.3) (xid=0x2):
mininet>
3) check config and operational data store
config: present
operational not present

the same is applicable for e.g. f215.xml, f216.xml

(possibly input file may not be ok, just logs dont say anything and i dont see anything wrong)

Xmls are correct.
I tried to use these flows with Open vSwitch - versions: 2.0.0 and 2.1.2 - and it does not work. Mininet was version 2.1.0 in both cases.

These flows work correct on CPqD.
CPqD version:
dpctl 1.3.0
compiled Dec 8 2013jakub
Mininet version:
2.0.0

We are a step ahead ovs.

Forgot to add that the test got expected values in both config and operational data store.
