I read back the configuration data store, which is short 12 flows. The node with the missing flows had these counts:

table 0: 16
table 1: 5
table 2: 13
table 3: 11

We normally expect to four tables with these flows:

table 0: 17 (+1)
table 1: 7 (+2)
table 2: 21 (+8)
table 3: 12 (+1)

The additional flows, shown in the parentheses above, add up to the missing 12 flows. The problem here is not the openflowplugin, so I'm going to close this bug, and open a new one once I can properly attribute it to a project.
