 Description   

SYMPTOM: ODL does not send OpenFlow Meter and Meter Config messages when it starts after the switch.

CONDITIONS:

  • Start OF13 switch pointing to ODL
  • Start ODL
  • ODL does not send the Meter messages after feature exchange

See wireshark captures for when switch connects after or before the controller is full up.
