 Description

Current OF plugin sets the following default values if idle and hard timeouts are not set in config:

Idle_timeout=300
hard_timeout=600

It would be good to set those to 0 by default so that no timeout in config means exactly no timeout.

as per openflow spec, if user don't set hard-timeout and idle-timeout value explicitly, switch will set it to 0 and consider the flow permanent flow. So it's clearly violating the specs.
