Is this to comply with the RPC Registry requirement that only one route can be present for a given route-key ?

This bug may not be relevant now.

When Of clustering was implemented, there were cases when the rpcs in slave controllers didn't unregister the rpcs.

A lot has changed after.

Can be evaluated and closed.
