 Description   

To reproduce follow same steps as the cluster test in CI:

  • start 3 node cluster
  • start 1 switch connecting to 3 instances
  • check topology - OK
  • find out owner instance
  • kill owner instance
  • check topology - OK
  • find out new owner instance
  • recover old owner instance
  • check topology - NOK, there is no switch in it

I did the test today - reproducing your scenario with this code https://git.opendaylight.org/gerrit/#/c/35526/1. Haven’t seen any problem with topology, switch is there.
