After investigation we found out some problems in compression of syncup entries. When there are more changes in a row on startup it could happen that the first syncup entry (config-operational) is not updated but replaced with following config-config changes. https://git.opendaylight.org/gerrit/#/c/46168/ Also it's not so good to use unfair semaphore here because we need to preserve the change of incoming changes. |

According to test results we fix missing flows, however syncup seems to be slowed down now by https://git.opendaylight.org/gerrit/#/c/46181, therefore reverting in https://git.opendaylight.org/gerrit/#/c/46210. |

Confirming scale-stats test as fixed. In the flow-services test we found one more issue, proposal here: https://git.opendaylight.org/gerrit/#/c/46254/ However most of failures in local testing are present also with FRM using ovs 2.3/4/5. Therefore we need to check whether the problem is caused by different ovs version (assuming FRM test have no failures because of using ovs 2.0). |
