Requirement:-
1. Request to fetch configuration of all queues attached to a port of a node
2. Request to fetch configuration of all queues attached to all ports of a node, by specifying OFPP_ANY

The queue models have been redesigned to serve as a base to fulfil the above requirement.

The responses returned from the getQeuueConfig RPC should be persisted in the Data store.

Openflowplugin:

A new RPC has to be implemented in ModelDrivenSwitchImpl, which will call MessageDrivenSwitchImpl.
Notifications generated should get captured and responses need to be passed to MDSAL to get persisted in the DataStore
