When using distributed virtual routing, a tenant is unable to ping his local gateway due to the fact that there are no flows to return an icmp packet. This should be fixed to have parity with a real networking scenario where a user should be able to ping his gateway to verify local IP connectivity. |

Patches were merged on master before the stable/beryllium branch was pulled so no cherry-pick is needed. |
