Openstack setup
=================
eth0 => Mgmt Network eth1=> Data Network eth3 => External Network

Problem:
============
Released the Floating IP Address from compute node VM and doesn't detached external port on Openstack External Network side.
It always in Admin UP on openstack side.So we cannot re-use all released Floating IP address.

Workaround: (On Openstack using admin account)
Navigate to System->Networks->External Network-> Subnet
Manually do the admin down to Floating IP port and delete the port.

Verified on Bery-RC1 build and its working fine.Found another observation Bug#5164
