 Description   

Used the topic branch:topic/master/net-virt-clustering

Tried to stack,

Control Node: Local.conf(https://gist.github.com/gvranganvtn/d5144dbe4dff661be995)

After the stacking, Tried to create instances, the instances were failing to have the IP address assigned.

Check the flows ovs-ofctl dump-flows, It failed to fect any flows.

checked the karaf.log and found the rpc-install in ofplugin returning errors

Venkat, is this still a bug? I think you ad Anil's last rounds of testing were looking good, right?
