 Description   

Steps to reproduce
==================

1. add physical switch
2. add termination end points
2. update physical switch with tunnels section pointing to the local and remote termination end points
3. Topology config is populated with the correct information
4. switch is updated with the appropriate table entries.
5. PhysicalSwitchUpdate event is seen in the hwvtep karaf logs
6. topology Operational DS is not updated with the tunnels secion. Everything else is getting updated
