When deleting a subnet Neutron first sends a modify of the DHCP port to remove the IP address from the port and only then sends the delete of the port. Since the port no longer has an IP address when the delete comes in, the Arp Responder flows are aborted because the IP is part of the "match" and therefor the flow can not be removed. |
