Transaction updates sent to switches can fail for many reasons. e.g. Creating a bridge that already exists or referencing an entity that doesn't exist yet. These errors are absorbed by Library and application are not aware of it. They have to pol the Operational DS to determine an it got added or not and if it is not there assume operation failed.

This enhancement is to add some framework/mechanism to inform applications about such failures.
