 Description   

Currently OVSDB HWVTEP plugin doesn't support to create Logical switch and also add UcasMac /McasMac /Vlanvinding entries at the same transaction.

For example
When any new mac entries push is requested from application , plugin looks for corresponding logical switch in Operational Tree (Hence required to be already created earlier). The else part has been not handled in many cases.

Tested also.
