Library current use blueprint config admin managed-property to inject the config knobs values present in the org.opendaylight.ovsdb.library.cfg file. Ideally managed-property should inject the config knobs value at the time of reboot, but it's not doing that. Probably an expected behavior, because there is no change as such in the .cfg file after shutdown. But because of this behavior, ovsdb library starts with it's internally set default values, rather than the last set values before shutdown, and that is not correct behavior.
