 Description   

For L3 forwarding support, the callbacks from router interface add/remove
are not invoked when using the newly added odl-neutron-drivers.

Instead, the ODL implementation is expected to know about router interface
add/remove via the general neutron port add/delete and determine if it is
a router interface from the port's device owner.
