 Description   

Given that the SingleFeatureTest in Carbon is failing periodically (BUG-8342), we'd like to be able to skip them in autorelease to produce usable artifacts more often.

A combination of this:
https://git.opendaylight.org/gerrit/#/c/56484/ (pass a maven option to set skip.karaf.featureTest=true)

And this:
https://git.opendaylight.org/gerrit/#/c/56436/ (makes the skip.karaf.featureTest also apply to Karaf 4)

Should do the trick.

I submitted this patch https://git.opendaylight.org/gerrit/56689 to merge all of the jobs back into a single job and made only autorelease-release-carbon job skip single feature test by default.

It's easy to remove it via a manual build too by modifying the EXTRA_MVN_OPTS parameter when queuing a build.
