 Description   

Use of Blueprint overall and the ODL extension specifically is being phased out. There are three bundles in Service Utils which use it.
Two of them should be to migrate away from Blueprint easily. upgrade requires replacing clustered-app-config, for which we do not have a ready solution yet.
