 Description   

Issue: Not able to version negotiation from ISE
Setup: ISE as Speaker or listener. we have to give version of client to make connection with SXP ver1,2,3. If version isn't specified it always thinks version 4 and connection fails.

Conditions/Trigger/How to reproduce ? Make SXP connection to ASA or 7k or 3750.

Impact: SXP protocol is supposed to negotiate the version.
Workaround : Specify the version during the configuration.

Configure SXP ver 3 on 3750, From ISE sxp code configure SXP ver 4 or leave it blank . Code is supposed to negotiate the version and connect as ver 3.

Tested same with 7K as ver 1 and ASA as ver 2.

Only way for SXP Java code to work is make hard code Ver 3 and 3750 as Ver 3.

Version negotiation was completely ignored by SXP in ODL. Added version negotiation and tested on a device with version 2.

v1 negotiation still does not work, need to be tested on device
