 Description   

For example, if there is two nodes in topology1 and two nodes in topology2 and target fields of these nodes match, then on overlay node with four underlay nodes should be created.
Currently in such a case, One overlay node with three underlay nodes and one overlay node with one underlay node are created.
Maybe there is some bug in TopologyManager
