 Description   

Implement OR service-notification through the Kafka event producer.
This notification indicates a service has been added , modified or deleted. Shall contain the service in its entirety (creation), the modified field and the service identifier (modified), the service identifier (deletion).

Acceptance criteria : the code does not bring regression, associated Junit/functional tests are provided
