Currently for creating the notification subscription, we are using checking for two streams: NETCONF and OPENROADM.

This is done using netmod capabilities advertised by the device. However not all nodes advertise the netmod capabilities. When netmod capability is not available, the TPCE throws an error and the subscription is never made active. This causes missing of notifications from the device.
Not forget to build a functional test associated to this
Modify the code to create subscriptions without the netmod functionality.
