When we create a new service with openroadm-service:service-create rpc, the controller does not check existence of the service before implementing the new one.
If the new service has the same "service-name" as an already created one, it will overwrite the previous one in the service-list. After that, it will be impossible for the controller to delete resource configured on devices for the initial service.
