OPNFLWPLUG-1019 was raised to inquire about what I suspect is a mistake in openflowplugin models, as a precaution to not inadvertently break downstreams by the fix to MDSAL-350.

The issue has been assigned to Anil Vishnoi, who has agreed to look at it (in the same email exchange as OPNFLWPLUG-1020), yet there is no movement on the issue nor other update.

It seems OpenFlowPlugin is unresponsive to basic requests and reacting to critical issues (the fix for OPNFLWPLUG-1020 was contributed by upstream). It is now blocking upstream progress along MDSAL-350 dependencies.
