 Description   

Problem:
1.Controller needs to be re-connect/connect,whenever HBase server up (and vice-versa).
2.If Hbase DB doesn’t have Metrics table,then it needs to created. However if table is exist,then just required to add data over there.

Current behaviour:
Controller (with odl-tsdr-hbase features) started first and later hbase server is started,then Metrics doesnot created on HBase DB side.And also ODL controller doesn't connected with HBase server.

We tuned some parameters in hbase-site.xml to reduce the timeout from 20 mins to 9 mins.

So, in case of hbase server restart issue:
Automation script has to wait for 10 mins (9 mins + 1 min buffer) from the time the hbase server is reachable.

Verified on 02 iteration and Hbase server connected back to Controller with avg of ~5-7 minutes.
