 Description   

Loading odl-tsdr-core before loading odl-tsdr-openflow-collector results in the collector failing to load with:  <full log attached>  Loading the collector alone works.

Addressed in path TSDR-58.  More cleanup like this is needed, to be tracked on TSDR-58.
