 Description   

add a tenant with a L3 service
Test scenario:
1 CPE (CE1), Add L3 service with remote subnet (C1U1, C1U2 with remote subnet) Send traffic from local network to remote subnet and vice versa

delete the L3 vpn service
result:
L3 VPN remembers the mac addresses from previous sessions after deleting the service
