 Description   

create a tenant with 2 CPEs
create a L3 VPN service

send L3 traffic between the hosts (c1u1 to c1u2 and viceversa)

sometimes the test fails
noticed on the wireshark that the test failed since the port c1u1 (CPE1 UNI1) didnt reply to arp req. that was sent to it
