The issue has been already fixed.
The patch for this issue was merged on March 20, 2014.

Without this patch, VTN Manager tried to send a ARP request only once to know IP address corresponding to a detected MAC address.
But VTN Manager occasionally did not send an ARP request for some reasons, so it did not receive an ARP reply, could not know the IP address, and could not register host information for it.
For example, I observed that OVS sent PACKET_IN from a port which is "link down".
In such cas, VTN Manger did not send an ARP request to the port.
