 Description   

Issue Scenario:
VTN Manager Stable/Lithium does not support creation of non-default Security group but, VTN Manager is able to create non-default Security group.

Reproduce the bug:

1. git clone https://git.opendaylight.org/gerrit/p/vtn.git;
2. git checkout stable/lithium
3. Start VTN Manager and install this feature "feature:install odl-vtn-manager-neutron".
4. Start devstack using "./stack.sh" script
5. In GUI, can able to create non-default Security Group.
