 Description   

As noted in MDSAL-457, submodules really do not have submodules, but rather they are squashed into main modules submodules.

Ignore include statements in submodules for the purposes of implementing getSubmodules(), such that only modules include a totality of their submodules.

This is turning out to be quite invasive. Let's park this for now, with YANGTOOLS-1365 taking care of the ModuleEffectiveStatement part of this problem.
