Controller's sal-clustering-commons holds a serialization format which is widely useful to components interacting with NormalizedNodes. Its current placement makes that a tad difficult, as sal-clustering-commons contains a lot of other functionality.

Provide the same functionality from yangtools, so that more users can comfortably use it.
