 Description

The code checking for list keys with config=true is still too aggressive, as it does not take action/notification/rpcs into account – and thus reporting issues against RFC6470 notifications and similar.

We will also need to do something about the timing of use, as we have these cropping up multiple times – 'odl-bgpcep-bgp' triggers 3442 messages, of which only 210 are unique. We clearly need to perform some amount of tracking to remove these duplicates.
