AbstractEffectiveModule performs schema tree/data tree indexing, which is duplicating work already done by its superclass, DefaultWithDataTree.WithSubstatements. Switch to using pre-built index, allowing us to speed up statement creation and lower memory footprint of {Module,Submodule}EffectiveStatementImpl.
