yang-data-impl and yang-data-api host a number of elements which should really be part of yang-data-spi. Split them out to make them more widely available. |

Unfortunately this has interplay with rfc{7952,8528}-data-util, which in turn has dependencies on yang-data-impl. We will need to revisit this at a later point. |
