 Description   

The transition to EffectiveStatementInference done by YANGTOOLS-1229 causes a problem for NETCONF, as it is no longer possible to hook into parsing through a fake node. Any attempt to use an inference pointing to a NotificationDefinition ends up failing – which does not match the behavior for OperationDefinitions.

Add support for specifying NotificationDefinitions as the root, with the appropriate proxy, restoring full parsing capabilities again.
