We currently eagerly replace all data nodes which are SUBTREE_MODIFIED. These remain unused until they are read (or passed to a registered listener), so we should allocate them lazily when needed. |

Unfortunately these nodes are hosting enforcement information and overall are not really prevalent. I do not thing this issue is worth pursuing further. |
