 Description   

Running the bgcep restconf and the netconf test suite showed that we were unable to make a HTTP connection to ODL.

ConnectionError: HTTPConnectionPool(host='172.29.50.236', port=8080): Max retries exceeded with url: /restconf/operational/opendaylight-inventory:nodes/node/controller-config (Caused by <class 'socket.error'>: [Errno 111] Connection refused)

The opendaylight.log contained INFO but no error

Testing on the a later release,

http://sn-bldsg.cisco.com:8080/jenkins/job/ODL-poll-integration/1451/

and able to make connections. So it's not a timeout of tests due to slow start.

From logs it seems ODL started, so it points back to timeout issue or test trying
to reach ODL too early.
