 Description   

With YANGTOOLS-949 implemented it is obvious we do not really need AlwaysFailOperation, as there is exactly one place which can detect non-presence of SchemaContext.

Remove AlwaysFailOperation and make the logic check for nulls to detect the case when we are lacking a SchemaContext.
