[BGPCEP-397] NPE in BGP-LS MPLS-TE LSP serializer

Steps to reproduce:
1. Start ODL BGP
2. Configure BGP peer and connect peer
3. Peer sends Update message with LSP-TE NLRI
4. Message is parsed correctly
5. Observe NPE when creating route-key for RIB route entry
