[BGPCEP-487] unable to reconfigure module ipv4-unicast-path-selection-mode

for multipath testing i have to configure/enable few things which are disabled by default

i configure things in the next order
1) module for n-paths selection
2) module for all-paths selection
3) service of type path-selection-mode-factory with 2 instances in the list (for n- and all-)
4) module ipv4-unicast-path-selection-mode
5) service of type bgp-path-selection-mode
6) example-bgp-rib with openconfig-provider disabled (not present in xml) and rib-path-selection-mode enabled
7 )later i configure application peer and 3 routes
now if i connect exabgp i get 2 routes (because n-paths was configured with n=2)

Later i want to change the policy and reconfigure only point 4). In the logs an exception occurs and after exabgp is connected, no routes are advertised
