[BGPCEP-745] PCEP session state not updating

Features: odl-jolokia,odl-restconf, odl-bgpcep-bgp, odl-bgpcep-bgp-config-example, odl-bgpcep-bmp, odl-bgpcep-bmp-config-example, odl-bgpcep-pcep

First owner is node 1, than I stop it with bin/stop and next owner is node 3.

However the problem is on node 2 where is this error ocurring:

Failed to update internal state for session PCEPSessionImpl

and

TransactionCommitFailedException{message=Data did not pass validation

And in pccmock.log where session is keep getting restarted

Session terminated. Cause : PCEPCloseTermination{reason=UNKNOWN}

test run with odl-bgpcep-pcep feature only

starting pcep-pcc-mock with

java -jar pcep-pcc-mock-* --reconnect 5 --local-address 172.17.0.1 --remote-address 172.17.0.2:4189,172.17.0.3:4189,172.17.0.4:4189 --log-level TRACE 2>&1 | tee pccmock.log
