                    <description>&lt;p&gt;Overview: First I try to add new peer-group into bgp. It seemingly succeeds with response 204, or 201 in case of put. It doesnt not apear wihtin the peer-groups openconfig.&lt;/p&gt;

&lt;p&gt;I also have debug karaf.log from bgpcep and bgp protocol, and yangtools when adding the peer-group in attachements. ( in logs there are no errors and warning, and bgp seems to try to merge the configuration correctly. )&lt;/p&gt;

&lt;p&gt;Steps to reproduce:&lt;br/&gt;
1)start fluorine karaf with&lt;br/&gt;
odl-restconf, odl-bgpcep-bgp, odl-bgpcep-bgp-config-example&lt;br/&gt;
2)run ./conf_peer_group_simple2.py&lt;br/&gt;
(It configures simple peer group with PUT called &quot;custom-group&quot;)&lt;/p&gt;

&lt;p&gt;at this point peer group should already be within peer-groups.&lt;br/&gt;
We can check this with seconds cript.&lt;br/&gt;
./get_peer_groups.sh&lt;br/&gt;
(which simply does GET with curl at appropriate address)&lt;/p&gt;</description>

&lt;p&gt;As long as there is not peer configured in such group, there wont be presence under Operational showing any Statistic.&lt;/p&gt;

&lt;p&gt;I think is not necessary, since it will be writing useless information. If you think they should be present, we can talk about it.&lt;/p&gt;

&lt;p&gt;Otherwise there is no bug.&lt;/p&gt;
