[BGPCEP-843] Application Peer not handling APPEARED / DISAPPEARED ModificationType

Scenario: We send route through POST request to application peer.
Than we send DELETE request on the same uri.
We expect route to diseapper from rib, however this is not the case.

Steps to repeat:

Prerequisites: Odl running with features:

feature:install odl-restconf odl-bgpcep-bgp odl-bgpcep-bgp-config-example

1. Configure application peer, and one ibgp peer (Mark that we dont even connect the peer)

./configure.py

2. Add route

./add_route.py

3. Delete route

./delete.py

At this we can look at rib, and the route hangs there, even though if we try delete script again, odl reports that that particular route is no longer present at that uri.
