[BGPCEP-856] BGPDispatcher integration with Epoll leads to bad test behavior

Ever since https://git.opendaylight.org/gerrit/c/bgpcep/+/39268 BGPDispatcherImpl ignores passed in groups, which means we get no reuse of the groups and they are allocated for each instance individually.

This is completely wrong and leads to poor behavior in tests, where groups get allocated for each client.

Fix this by properly wrapping existing groups or creating new ones.
