[BGPCEP-871] Provide RPC to fetch PCEP session stats

In Nitrogen and earlier releases, there was an Jolokia endpoint available to fetch statistics associated with every PCEP session (see example attached). Now this information can be fetched from operational PCEP topology, but operational data contains details of all LSPs also and if number of LSPs is large, the operational data becomes huge, and it is not preferable to have to fetch the huge data if one is interested only in stats. Restconf depth param [0] does not work in this case as session stats and LSP data is at the same level.

To handle this, a new RPC will be developed which can be used to fetch only the session stats for (optional) PCEP topology and PCC endpoint.
