To make elections and leadership stable we need to make election timeout a large factor larger than the heart beat interval so that a Follower can miss a larger number of heartbeats and still not become a candidate. </p> <p>It would be best to make the election timeout factor to be configurable so that it could be tuned based on the target system.</p> <p>Operating System: All<br/> Platform: All</p> CONTROLLER-1100
