[CONTROLLER-1136] Support for Netconf notification in the netconf test tool

Hi,

ideally we would have some means to produce notifications using netconf test tool.

E.g.

1. text file(s) with single or multiple notifications would be present
2. text file would be input parameter to netconf test tool along with ability to specify time interval (in seconds) in which the notification should be issued
